Arizona Cannabis Sales Reach $1.43 Billion in 2023

In a remarkable surge, Arizona’s cannabis market achieved a staggering $1.43 billion in sales during 2023. This impressive figure reflects the continued growth of the state’s legal cannabis industry, with both adult-use and medical sales contributing to this record-breaking total.

Cannabis Sales

Adult-Use Dominance

  • Adult-use sales took center stage, accounting for a substantial 76% of the entire market. This surge represents a significant increase from the previous year’s 70% share and a remarkable leap from the initial 45% recorded in 2021—the year adult-use sales were first legalized in Arizona.

Medical Cannabis Struggles

  • In stark contrast, medical cannabis sales faced challenges, totaling a mere $348 million. This decline underscores a concerning trend, as medical sales have consistently dwindled since the inception of the dual market. At its peak, the state boasted nearly 300,000 registered medical cannabis patients, but that number has plummeted to just over 111,000 as of February 2023.

Tax Revenues and Allocation

  • The state collected $172.8 million in adult-use excise taxes during 2023. These funds are distributed across various critical areas, including:
    • Public Safety (31%): supporting police, fire departments, and first responders.
    • Highway User Revenue Fund (25%): Enhancing transportation infrastructure.
    • Justice Reinvestment Fund (10%): Providing essential services to communities disproportionately affected by cannabis-related arrests and criminalization.

The Road Ahead

  • As Arizona’s cannabis market continues to evolve, policymakers must address the decline in medical cannabis patients. Balancing the needs of both adult-use and medical consumers remains a crucial challenge.
