Massachusetts Cannabis Industry Sets $1.64B Annual Sales Record in 2024

Massachusetts cannabis retailers smashed records in 2024, posting a groundbreaking $1.64 billion in combined adult-use and medical cannabis sales. The figures highlight the industry’s continued growth and the state’s position as a leader in the cannabis market.

Record-Breaking Months Drive Industry Growth

According to the Cannabis Control Commission (CCC), the record-setting sales year was bolstered by three standout months. July saw an unprecedented $142.8 million in cannabis sales, setting a new monthly high. Just a month later, that record was broken again, with August sales soaring to $147 million, boosted by the pre-Labor Day weekend rush. December 2024 also narrowly beat out its predecessor, December 2023, becoming the third-highest sales month in the industry’s history.

Acting Chair of the CCC, Bruce Stebbins, celebrated the industry’s success:

“The cannabis industry in Massachusetts continued to mature in 2024 as the Commission approved the 700th—and counting—notice to commence operations. The clear growth of the industry is the result of ongoing collaboration between Commissioners and agency staff, business owners, host communities, an engaged consumer base, and the medical community. We’re looking ahead to continued growth in 2025 and beyond as we seek to expand the industry with new social consumption licenses.”

The state’s cannabis market has matured significantly since its inception, and these milestones reflect robust demand and strategic expansions across the sector.

A Milestone in Sales: $7 Billion Since 2018

Massachusetts launched its adult-use cannabis market in 2018, and since then, state-licensed retailers have surpassed $7 billion in total sales. This milestone underscores the industry’s economic impact on the state, creating jobs, funding local initiatives, and driving business development.

Among the highlights of 2024 was the CCC’s decision to share county-specific data on cannabis sales for the first time. The report revealed Worcester and Middlesex Counties are leading the charge. Each county hosts 86 cannabis industry licensees and has contributed a combined $1.4 billion in gross adult-use and medical sales since 2018.

The introduction of social consumption licenses is expected to play a significant role in the coming year, allowing for on-site cannabis consumption in designated venues. Proponents of these licenses argue that they will create new opportunities for businesses while also providing a safer and regulated environment for consumption.

This expansion is anticipated to further boost revenue and encourage new entrants into the market. However, industry experts caution that challenges remain, including regulatory hurdles and ensuring equitable access for minority-owned businesses.

Massachusetts’ success is a reflection of broader trends in the U.S. cannabis market, which continues to grow at a rapid pace. With increasing legalization efforts in other states, the industry is set to become a cornerstone of the national economy. As one of the earliest adopters of adult-use cannabis, Massachusetts provides a valuable blueprint for how to build a sustainable and profitable market.

The $1.64 billion sales milestone also demonstrates the importance of balancing innovation with regulation. By fostering collaboration among stakeholders—business owners, regulators, and communities—the state has cultivated an environment where the cannabis industry can thrive.
